The Taliban insisted it will not discuss domestic issues until the two sides have agreed on the “full withdrawal” of foreign forces and on how to prevent other armed groups from using Afghanistan to do harm abroad. The inspector general’s report noted risks to human rights and women’s rights that would come after a possible deal.
