TEHRAN, Apr 09-Turkey’s High Election Board has rejected an appeal by President Recep Tayyip Erdogan’s ruling Justice and Development Party (AKP) to recount local election votes cast in 31 of Istanbul’s 39 districts amid a dispute over the outcome of the mayoral elections there, which has given the main opposition group a narrow victory over the AKP.
