Payam Javan: U.S. President Donald Trump has declared a national emergency to address security vulnerabilities within the nation’s bulk-power system, signing a new executive order aimed at restricting the acquisition and installation of certain foreign-produced electrical equipment. The directive, known as Executive Order 14420, establishes a regulatory framework to protect critical infrastructure from potential foreign threats, emphasizing the vital role of the electricity grid in national defense and economic stability.
The bulk-power system encompasses the high-voltage transmission lines and generation resources essential for maintaining the reliability of the domestic electricity grid. According to the administration, the rapid expansion of advanced manufacturing, artificial intelligence, and data centers has significantly increased national dependence on a continuous power supply. The executive order specifically targets high-voltage infrastructure rated at 69,000 volts or higher, while exempting local distribution facilities.
White House officials highlighted that reliance on foreign-sourced equipment and associated digital technologies introduces vulnerabilities that could be exploited for cyberattacks, sabotage, or unauthorized remote access. The executive order targets critical hardware and software, including transformers, generators, and metering devices, which the administration warns could allow hostile foreign actors to disrupt essential services.
Rather than implementing an outright ban on all foreign energy equipment, the executive order establishes a mechanism to assess and prohibit specific transactions deemed to pose an unacceptable risk to national security. Under this directive, the Secretary of Energy is granted the authority to mandate that utility companies and grid operators modify existing systems to mitigate identified vulnerabilities.
In the official declaration, President Trump noted that the threat landscape concerning the foreign supply chain of electric equipment has intensified. He pointed out that the growing energy demands of critical sectors, including national defense production, have magnified the potential consequences of any successful attack or disruption to the bulk-power system.
To ensure effective implementation, the directive instructs the Secretary of Homeland Security, the Director of National Intelligence, and other federal agency heads to collaborate on developing specific guidelines. These officials are required to publish rules and regulations within 120 days, providing clarity to the energy sector regarding which foreign suppliers and equipment categories are subject to the new restrictions.
